The Daily Mail, in a leading article concenxing the Imperlal Conference says: "Britaiu's precious possessiocs can he preseryed only if the Empire is to be over•whelmingly strong in the air. Another menace is under-popula-tion, to which the Et. Hon. M. J. Savage drew attention, pointing out - that it is impossible to defend these empty spaces lndefinltely. "One of €he Conference's most urgent tasks is the xevival of migration.
