The German Ainbassador, Herr Luther, bas arrived to rcpresent Ihe German Government. The Navy Dopartment bas annouitcod that it is opening a board of inquiry, and. Secretary Eoper is reported to be enroute for tbe scene by 'plane to supervise tbe Bureau of Air Commerce inquiry. State officials bave ordered an inquest. Most experts are convinced tbat tbe explosion was due to static, but some advanced tbe theory that sparks Teaulted from the tbrottling down of tbe engines wbile tho gas was being valved. President Eoosevelt has cabled a message of condolence to Herr Hitler. TJnited States Army experts blamed Static and the use of inflammable ga^es in combination witb bydrogen blue gas A heavy electrical stoi-m qpincided with tbe arrival of the sbip. An inquiry as to why helium gas was not used was answered witb the in-
