It gives nle great pleasure to sefic a message of congratulation and goodwill on behalf of tfie Gb vernment to the people .of Hastings on the occasion of the Jubilee of their borough. Few. New Zealand towns can surpass Hastings ih sUch a substantial measure of progress as that dispfayed by the Borough within a period of fifty years. Its record in this and other respect® is one which must be regarded by its citizens with feelings of pride. Very great praise indeed is dne to the men and women

whose efforts and civic spirit have brought the towh to its present important position. As One who SaW tho havoc and destruction wrought by the earthquake of 1931, it is a source of surprise and gtatification to me to know of tho wonderful r6covery mad# by the whole district. The people of Hawke's Bay can look with confidence to a continuance of the growth and prosperity of this richly situated centre. I trust that the ceiebrations, which are coinciding with those of Coro> nation Week, wjll serve to stimulate a heightened interest in civic affairs, and so contribute to the wonderful progress which has been the characferistic featnre of the history of the
