Tke Spaniards, ]ike every other nation, have the right to determine for ..hemselves the kind of government they prefer, and in the long run key will exercise that right, no matter what foreign individuals, loubtless with the best of intentions, may do to drive them one way r another. Their auarrels now seem irreconcilable and barbarities ave heen perpetrated on both sides which must leave a long legacy •f bitterness. Sooner or later they must inevitably come to terms. leanwhile the more outsiders take part in the quarrels, supporting md inflaming one party against tke other, th« longer wpU ( settlement be delayed." — The Times (Lorldon).
