Under these cireumetances it WSs advishbie ffiat for the fUtlire U6 "Stateless" pefsdls Should be allowed to commence a journey irOm New Zealand for the United KingdOm without a definite assurance of ^heir being admitted to their ultimate fiestination. The effect of this official communication is that any European national resident in New Zealand wishing to return to his • own country must have a passport visa-ed by the Consul *r Consular agent representing that country, otherwise the ticket for the passago cannot be issued.
