Iustruetions wbieh have been issued by the United Kingdom Government to British shipowners Tegarding ships going to Bilbao ar© to the effeot that the Government is not in a position to advise shipowners that^their ships are able to enter the port of Bilbao, Regarding other ports, such. an Santander and Gijon, the Government advised shipowners that there is a certain degree of risk, and as that risk varies from day to day, they. cannot give any lo'ng-term advice. In any event his Majesty's ships will alford protection on the high seas if called upon.
