France & Britain to Discuss Matter EFFICIENT ARMY WANTED

Under the new arrangement by which England and France will concede Belgixxm's independence, Belgium insists on her complete release from aU obligatioxxs -to England and France. However, in the meantime the Locarno agreement of March 19 Will remain intact between England and France. Accordingly, con-
versations on the matter will occur in London to-morrow between Mr Eden and M. Edouard Daladier (France). Belgium 's undertaking to equip herself with an efficient army is accepted by England and France, who will henceforth have ixo written undertaking that Belgium will advise them if hostile aircraft infringe Belgian territory. It !b gathered, however, that Belgium would •regard such action ae violation Of her independence, permitting ' her immediately to advise England and France.
