Spanish Seheme All Ready to Begip SHIPS WARNED LONDON, April 19. In connection with the seheme to control the Spanish coasts and frontiers, whiQh comes into force at midnight tonight, the BoaTd of Trade has issued a warning that ships proceeding to Spanish territory will, within' ten milee of the Spanish coast, be subjeot to naval observation. They should keep outside "ten sea-miles of the Spanish coast until it is necessary to approaeh nearer in order to enter their port of destination.
