Changed Constitution Adopted To-day COUNCIL OF FOURJEEN

WELLINGTON, This Day. Proposed changes in^the constitution of the New Zealand Rugby Union were before the annual meeting to-day. Mr A. M. Ongley, on behalf of Manawatu, took tlie lead in explaining the suggested neW oider of things. The proposals provided for a Rugby Oouncil being substitnted for the management committee. The present rule regarding the management committee, it was suggested, should be deleted and a rule substituted to provide for a council of 14, one of whom should be president and the others elected at the annual meeting of the New Zealand union, six of whom must be necessarily /esident, three in the South Island and three in the North. No union would be allowed to nominate more than one such representative. Seven others would be elected and form an executive committee. - It is proposed that the removal of the council or any member thereof from office be on a two-thirds majority of the votes at a special meeting, the eleetion of a new council or member to proceed forthwith. The council would be a management committee and the decisions of the executive committee would be final and binding on. all matters delegated to it unless appealed against in accordance with the rules of the union. For the year 1937 it was proposed that th© president, vice-presidents and members off the council should be elected from delegates to the annual meeting and for sueceeding years from persons ' nominated by affiliated uniona, the council to. elect the chairman at its first meeting. The proposed new constitution of the Rugby Union occupied practically till lunch, being discussed in detail. It was adopted witb minor afijustments in the committee's recommendationsi
