Small Minority Blocking Private Bill ACTIONS CONDEMNED
RUGBY, April 17. The Marriage BiU amendihg the law on divorce, introduced by Mr. A. P. Herbert, has reached the report stage in the Commons. ' . . There was a general - expectation in view of the support from all quarters of the. House and represehtative opinion outside, including Chu'rch opinion, which the proposals have- received that the stage would be completed,- but determined resistance by a minority, which the divisions show to number: about forty, prevented it." Owing to the rules of Parliamentary ■ procedure goveriiing private members' Bills, "the outlook for the Bill is now uncertain. The' time; has surely come when- the : Government j must abandon its neutral attitude and give official f acilities to this reform.
