Hawke's Bay Manufacturers Discuss Act MR A. W. NISBET'S ADDRESS There was a good attgndance at a special meeting called for last eveniwg at Napier by tho Hawke's Bay branch of the -New Zealand Manufacturers' Assoeiation, the district being well represented, _ Mr E, Swailes presided. The objective of the meeting was to hear Mr A. W. Nisbet, representative of the Manufacturers4 Assoeiation, give an address on the Industrial Efficiency Act and the methods adopted by the Bureau of Industry to implement the policy laid down by that legislation. In tho course of his address Mr Nisbet paid a tribute to the ability and sincerity of the Minister of Commerce and Industry, the Hon. D. G. Sullivanj who, he said, showed a remarkable capacity of understanding the difficulties of the manufacturers, and did all he could to overeome those difficulties. There was not the slightest doubt about the sincerity of the Minister and of his earnest desire to foster secondary industries in New Zealand, said Mr Nisbet. The speaker pointed out that in the Act, as passed, were two good safeguards to manufacturers, and both of these were inserted in the Bill while before the House, at the instigation of the Manufacturers' Assoeiation. One was that no co-ordinated plan under the Act would be made to apply to any industry without the consent of the majority of those engaged in that particular industry. The other 6afeguard was provided by the fact that it had been agreed that the manufacturers would have a direct representation of two on the Bureau of Industry, these being Messrs Ian Mathieson and C. M. Bowden. The Minister recognised the right of the Manufacturers' Assoeiation to appoint thes© two representatives. Mr Nisbet dealt exhaustively with various aspects of the legjislation and the operabions oi' the Bureau of Industry, much of his information being of * a confidential nature, and coneerning strictiy only ruanufaetuiing interests. At the conclusion of his address a hearty vote of thanks was accorded Mr Nisbet, several of those present expressing appreeiation .of the lucid and informative address that had been given.
