Mf Chufckill Suggests Arbitration PLAN IN THREE STAGES
(Eeceived 16, 11.55 a.in.) KTJGBY, April 15. In a debate in the ttcuSe of CotninOnfl On the censure motion, Mr Winston Chaircliill put forward an appeal for •rbitration in the Spanish wur. He asked tvhy sliould not the five Great Eowers oner a solution to the Spaniards. Such a solution inight ektend over a period of six- yoars in three itages. The first stage would give Iittle mere than peace3 Ordef aud time to cool down with no vengeance and no executions except for common, nonpolitical murders on eitlier side. The second stage would consist of finding a comprdmise hy which there inight be formed a hybrid Government of the elements in Spain that have not been involved in the ferocity of this struggle. The third stage would probably see a revival of those Parlialnentary institutions which he helieved nineteen out of avery twenty Spaniards never meant to lose or see destroyed.
