The blockade Qf Bilbao is now so effeetiye that even gmall boats are unable to slip out. The British commercial attache at Hendaye has gone to xebel headquarters at Burgos to seek assurances "that GeueriEl Franco will not interfere with British ships bound for Bilbao, provid•d no more food ships are sent. A Bilbao message says that the Hood aryiyed off that port at 2 p.m. The Spanish Embassy has issued a statement that the safety of foreign ressels is guaranteed by the Government ships and eoastal batteries of Bilbao. None of the rebel warships dared approach within 11 miles of tne •oast.
