Concentration for Test Purposes ' WASHINGTON, April 9. • ! The War Department has ordered the concentration of 244 army combat 'planes in California during May to test strength and organisation. The perisonnel will include 430 officera and 2500 .other ranks. The total of 244 represents actual fighting strength. There are 1500 'planes serviceable, but these include several hundred obsolescent , types, training 'planes and a hundred assigncd I to the reserve, but not used by the Tegular Air Porce units. Military experts are upset by reports „ from Europe and decline * to state whether United States is fifth or sixth among the world Bowers in air strength..
