Mr. Baldwin Against Reds and Fascists CHANGES MEAN DSASTER (Received 13, 8.45 a.m.) LONDON, April 11. The Prime Minister, Mr Stanley Baldwin, addressing his constituents probably for the last time, said he had always felt that for the sake of country, party and himself, the moment he had given his best he should ask to be relieved of the burden. ' 'It is better to go before the people know you are becoming incompetent, " he said. Mr Baldwin warned the country against hasty changes which would wreck the constitution and bring disaster and' bloodshed to millions. "Russia, Germany and Italy are govern-
ed by ideals alien to England which cannot help the solving of our problems. Yet we must not carelessly assume that Fascism or Communism can't happen here. Mechanism and materialism bring the danger of mass suggestion and mass movements. We must keep ourselves immune from the virus- of Fascism and Communism alike "
