Britain May Take Steps DANGERS IN SPANISH WATERS i (Received 12, 8.45 a.m.) MAJORCA, April 9. Although so far it is unconflrmed in London, it is reported from St. Jean de Luz that the British Admiralty has in0 structed warships to ensure British merchantment free navigation in Spanish waters, involving escorts to all Spanish ports. • The French and German Govern0 ments have issued regulations control- '» ling ships going to Japan, ineluding the carrying of an observer, and using of special ports in order to comply with the non-intervention arrangements. The date of their introduction is being specified later.
