Certificates of Car Fitness For the remarka by some Hawke's Bay motorists, there is a certain amount cf misunderstanding as to the requirements to be fulfilled for the obtaining of a certificate of fitness for motor vehicles. When a car comes in for test„ing, this testing concerns only seven main items, and, outside of these, the testing garage has no authority to order any other adjustments, replacements or repairs. A car is tested for the effectiveness of the following components: Brakes, lights, steering and wheel alignment, winds creen wiper, rear vision mirror, warning device and door fastenings. If a motorist i« not satisfied with the results of a test, he has the right of appeal to the Transport Department, whose officers will carry out a test or make inquiries, and, in this way, the motorist is protected against any exploitation or unsatisfactory treatment. An authority stated, when questioned* as to the powers of the garage making the test: "For the purpose of issuing warrants, it is not within the jurisdiction of a testing station or garage to refuse a warrant because of any mechanical or other fault . outside of those mentiOned above. The mechanical condition of the engine, for example, is- a matter .solely for the owner of the vehiele, and he cannot be compelled to have repairs made. "
