Hammond, Director of Town Planning, Wellington, and these will fce submittsd to the Hastings Borough Council at its meeting nextrThursday. On the comprehensive plan provision is made for a library building, a most attractive-looking fountajn with coloured lighting, children 's paddling ppol, stone foreeourts and gardens. An alternative plan suggests a lay-out of tha area which it is proposed to set aside for the library, in the event of ihe council deciding in the meantime not to go ahead with the erection oi that building.
