YOGODA'S SUCCESSOR
LONDON, April 6. The Times Rigii correspondent says that General Khalepsky has been appointed to succeed M. Yagoda at the Posts and Telegraphs Department. M. Yagoda' s deputy M. Prokoviev, was dismissedv and probably has been arrested.
