Strong Measures Taken in South-West Africa BERLIN ANGERED

(Received 5, o.45 a.m.) PRETORIA, April 4. A prociamation directed against Nazism in South-west Africa and recruitment for the German Army or auxiliary forces prohibits all but British subjects from participating in the activities of "declared public bodies or political organisations" in the mandated territory. The prociamation adds: "The Adminisrtator of South-west Africa may declare any group of persons to be such body or organisation after which it will be an offence for non-British unless with the authorities' consent to continue membership or participate in the functions or business of such concerns. It also prohibits British subjects taking the oath of allegiance to any ruler except the King or to any Government except the South African or to any foreign political organisation, while a person administering such oath is liable to £100 fiine or twelve months' imprisonment or both. A Berlin message states that the news of the ban has created alarm and indignation. Government circles declare they are taking up the matter with the South African Government immediately.
