" But while it would he more than rash to put much faith in the development of 'democracy' under the Soviets, there are plenty of signs that Russia is, in fact, developing habits and ideas that are essentially 'bourgeois.' Given time her Bolshevism may turn into something not so very different from the industrial system of other nations, and her miliions of peasants will never he revolutionary — or perhaps irreligious — for long.
