Sudden Crisis Leads to Dissolution ARMY PLEASED

(Received 1, 8.45 a.cn.) TOBTO, March 31. An Imperial ordinance has been issued dissolving the Diet and a general election will be held on April 30. A Cabinet communique explains that the dissolution is due to the present Parliament 's lacking sincerity. It has obstrueted many measures vital to the defence and .preservation, of the people 's livelihood. It has also failed
fco appreciate the critical nature of the situation and a dissolution is necessary to awaken the nation 's conscience. It appears that the crisis suddenly arose yesterday, the Minseito and Seiyukai parties holding up Bills in order to force electoral reform. The Lower House refused to heed Cabinet 's warning whereupon General Senjuri Hayashi went to the palace and obtained a dissolution, which army influences have long advocated in the hope that a new NationaT Jlarty sycnpathetie to its programme would sweep the country.
