MUST WAR COME?

Why do the nations say that war must come ? Surely because they asstime that they themselves throug'h their statesmen will never change, that they will always be moved by the same prejudices, misconceptions, hatred, greed. The occasiOns will always find them paralysed by fears. But is there anythittg even now to prevent nations from thinking differently, and in this way making these very occasioiis which might mean war, mean good will and co-operation?
