Congress Party Avoiding Office BOMBAY, March 29. ' The Congress Party has refused to ; form Ministries in six provinces in: whieh it holds majorities. ' The Governors are formng Ministries in Bombay, Madras, and the Central Provinces. These will be led by members of the present provincial executive. The Delhi correspondent of The Times states that the Governors of Bihar, the TJnited Provinces, and Orissa have also invited elected non-Congctss- . men to form alt.ernative Governments, . as the Government of India Act only 'requires a Governor to eummon the; * Legislature within six months of t.he . finauguration of the new- Constitution. ■jlt is hoped tljat the political situatioh jwill be clarified by the time the Legis[latures assemble.
