Stalin's Efforts io Combat Trotskism MOSCOW, March 28. As a measure of anti-sabotage and anti-Trotskyism, Stalin has ordered the raising of the standard of political education of 4000 highly-placed members of the Commnnist Party as weil as 40,000 average leaders and 100,000 of the lower rank. He demands that all leaders provide two substitutes capable of taking their places. Secretaries of committees and party cells must undergo courses in Marxism and Leninism.
