RUGBY, March 19. During the debate on the Navy Estimates in the House of CommonS, Sir Samuel Hoare, First Lord of the Admiralty, speaking to references made during the debate to a rutnour abOut Japanese policy, said, he had no Official information on the imbjeet, hut he thought it WOUld be a matter of very great regret if any one of the naval Powers started building guns bigger than 14-inch guns or ships bigger than 35,000-ton battleships. Britain was definitely artning het new battleships with 14-inch guns and did not intend to make a change. "We intended to stick to 14-inch guns for 35,000-ton battleships," said Sir Samuel, "and I am sure that if only all the other naval Powers would do the same — and there is a Very wide measure of agrement amohg the naval Powers as a whole — no navy Would lose in efficioncy. ' '
