Japan and Poland Force Discussion (Received 15, 9.30 a.ox.) LONDON, March 13. The Manchester Guardian's Geneva correspondent reports that Japan and Poland, together have succeeded in including in the League of Nations' Raw Materials Committee 's report a demand for ixnnxigration facilities. The report, whxch so far has not been published, was approved after heated discussion. Besides emphasising that it is not the comaoittee's funetion to discuss the distribution of raw material and territories, it says that the committee will examine the open-door policy, mandated colonies, quotas and other trade restrictioxxs. The British Empire canie in for a t-unning fire of criticism at the Raw Materials Conference on Wednesdayv especially from Poland, which supported a Japanese proposal for complete freedom of im migration to all colonies, and the abolition of overseas tarxffe and other restrictions, provoking Sir Henry Strakosch to point out that the British Empire was not a closed inonet.ary cconomic unit.
