/ His 1933 Book Quoted Against Him JUDICIARY CHANGES

(Received 15, 8.45 a.m.) WASHINGTON, March 13. During the course of a Senate debate on President Roosevelt's judiciary proposals, Senator Wheeler read from Mr Roosevelt's 1933 book "Looking Forward," in which he cited the crowded eonditions and delays in the judiciary and commented: "The only way to attack the problem is by the rigorous application of judicial efficiency. The remedy commonly proposed is to add new judges and new courts, but such a so-called remedy would merely aggravate the complaint." Senator Wheelex1 said: "Because some of us disagree with the methods Mr Roosevelt now proposes and agree to what he said in 1933, we are called "defeatist lawyers. ' ' Senator Pittman, who is considered a strong Roosevelt suppbrter, proposed that President Roosevelt's Supreme Court Bill be changed, permanently increasing the Court membership to 15. He said he would propose a constitutional amendment to that effect. He believed such a compromise would avoid even the appearance of a vindictive attempt to force off the Bench Justices who " ad ruled against the New Deal and reassure many hesitant Liberals who fear the President 's proposal.
