The New York Times' Washington correspondent says Mr Roosevelt's Administration is closely watching developments abroad in the hope that thc opportunity will arise for the presenta- j tion of an Ameriean peace plan and j curtailments of the armament pro- j gramme. The State Department confirms that : President Roosevelt is anxious to come j to the assistance of Europe in this re- | spect. Officials declared that the Presi- ! dent was not employing the Department : to determine the reaction abroad to such proposals but readily admitted that the President would not hesitate to use extraordinary diplomatic channel? for his inquiries. The President 's keen sense of the dramatic is emphasised and the announcement of the undertaking without preliminary warning would not be unexpected.
