Embarrassing Position by Referendum EFFECT ON AVIATION i (Received 9, 8.46" a.m.) SYDNEY, March 8The latest referendum figures, /eyealing a further swing against the marketing proposals, are reported to be causing embarrassmentw in JFederal political circles. In every Country Party electorate the "No" majority on marketing has increased, A Canberra messagie states that United Australia Party members will ineist on the people's verdiet being aocepted, They will refuse to consider any alternative proposal for the imposition of escise as an alternative in marketing. "The defeat of the aviation proposal at the referendum creates an amasing position," declared the Controller of Civil Aviation, Captain E. C. Johnson. "Anybody," he said. "can fly without a licence in an unairworthy machine provided he does not fly between States ior commerciai purposes. The Commonwealtll's powers, as hitherto, are limited to control of aviation in the Territories and in relation to trade and commerce between the States and with other nations. The 'Commonwealth. cannot deal, except in a very limited way, with eivil flying within a single State."
