France Mopes to Entice Hoarders

(Received 6, 11.45 a.m.) PARIS, March 5. The Bank of France previous to the present crisis (see page 3) had bought gold at the pre-devaluation rate. M. Blum's new measure is expected to lure gold from its hoarding ■ placea. The defence loan. which wiU be for an unspecified amount, will be the only loan the Treasury will issue during 1937. Strict instruotions bavo been given all departments to curtail expenditure as eupplem entary Estimates will not be granted. A committee of experts has been appointed to supervise the operation of the exehange equalisation fund and take steps to prevent the fluctuation of prices. The Bourse responded strongly. Government and industrial stocks are higher, The Council of Ministers has decided not to control foreign exehange and to authorise the free importatiou of and dealings in gold from Maroh 3. The Council also resolved to launch a big national defence loan
