New Tie-up Threatened by Employers (Received 5, 8.45 a.m.) SAN FRANCISCO, March 4. A new port tie-up was threatened arhen Mr. Plant, president of the Waterfront Employers ' Association, presented an nltimatum to the local Longshoremen 's Association that unless work was resumed on the coastwise steamer Rochelle on ThurBday vnorning the employers would suspend relatians with the longshoremen which would mean the closing of the port. The Rochelle. has been delayed since February 23, due to a jurisdictional dispute between the unions.
