League's Proposals (Received 4, 8.0 a.m.) GENEVA, March 3. The LeUgUp Secretariat recommendations for the raw materials committee include : First, the transformation of colonies intd mandated territories or their administration by an international authority; secondly, the adoption of the open door principle in all colonies ; thifdly, the abolitiou of interliational trading obstacles ; fourthly, an international agreement under which all countries would b'e equally treated in all markets or at leaat all cdlonial mafkets.
