Inadequate Finance LONDON, March 1. Labour members of the House of j ; Commons s.everely criticise the White' Paper on depressed areas, ' which the: •Daily Herald calls'a Black Paper. Dr. H. -Dalton describes the measures as inadequate and the finance grossly insufiicient. The - Government, he says, is only providibg as much for the en-: couragement of new industries as Lord] jNuffield, whose gift of £2,000,000 isi recalled. ' 1
