President Roosevelt has sent the Governors of all States a model law to vest broad powers in the proposed local agencies to compel farmers to abide by approved farming methods. Provision is made for the imposition of fihes for the viglation of prescribed rules. In an accompanying letter President Roosevelt issued a warning that the nation that destroys the soil destroys iftself. He ealled attention to dust storms and floods in the past few years and urged the States to act to save the soil as a basic asset. Similar measures have already been enaeted in Arkansas and ar© pending in 13 other States.
