RUMOURED ROMANCE
Brother of Duchess of Gloucester LONDON, Feb. 19. The Daily Telegraph understands that the engagement will be announced shortly of Lord William Scott, M.P., the Duchess of Gloucester's brother, who is aged 26 years, and Lady Rachel Douglas Home, daughter of the Earl of Home. Lord William Scott is the Duke of Gloucester's most jntimate friend.
