(Received 19, 12.55 p.m.) RUGBY, Feb. 18. Tho question of extension of the xnandate system was. debated in the House of Lords. Lord Plymouth said that any proposal aetualiy to abandon full sovereignty in favouy of y, mandatoi'y atatus. must present many diificulties in territories whose inhahitanta were just as much British subjects as he was. Any proposal to alter their status, woufd be very strongly resented indeed in our Afriean colonies, The British Government would experience great difficulty in getting the DominiOn Governments and foreign Governmehts to accept th® propo.sals and they could not even invite the other Governments to cOnsider such proposala unless they themselves were canvinced that they would be both useful and practical.
