The Council of Ministers passed measui'es under the non-intervention agreement conditional on similar action by other countries. These ara deeigned to render frontiers impeivious, to impose severe penalties on ageneies seeking to enlist volunteers for Spain, to forbid recTuiting at public meetings or the raisingj of funds, and to provide additiqnal guards at, aerodromes and eo forth.
