M.P. Inundated With Proposals DECUNED WITH THANKS (Received 18, 8.45 a.m.) LONDON, Feb. 17. As a sequel of the birthrate discussion in the House of Commons, Mr Ronald Cartland has been inundated with lettete proposing marriage. He. is sending out short formal aeknowledgments "declining with thanks." The question of the birth-rate in Britain was discussed in tfie House of Commons on a motion submitted by Mr Ronald Cartland, expressing the opinion that the decline jn fche population possibly would endanger the maintenance oi the Empire and urging the Government to institute an inquiry. Mr R, Pilkington suggested a tax on bachOlors. He said he had learned with horror that there were 206 bachelor memhers of fche House. This was a situation the mem- 1 hers shotdd remedy, said Mr Pilklagton. (Laughter.)
