Britain Leads the Ra'ce, Says Italy (Beceived 18, 8.45 h.ni.) LONDOIT, Feb? 17. Tbe British defence expenditure has startled Germany. "It is colossal, ' ' said the Government spokesman. "Nevertneless, we do not deny Britain's right to arm tb the extent she deems necessary. We claim the same right."
