Men Decide to Hold Referendum THEEND EXPECTED

(Received 1, 8.45 a.m.) SAN FRANCISCO, Jan. 30. The joint strike , policy committee passed a resolution recontmending the unions to conduct a membership referenduxn imrSfediately on the question o! ending the maritinie strike. Mr Melnikow said that the men would return to work under agre© ments and understaixdings reached by their negotiating committees witli their employers, he added. The approval of a majority is regarded as a foregone conclusion since with a few exceptiohs, the unions hav« won their major demandsj particularly the right to control hiring halls, an eight-hour day or less casb pay,. instead of time off, for overtime. The employers, however, have retained full freedom to select ships' officersj engineers, masters, mates, pilots and marino engineers. The unions accepted the wagje increase and other concessxons and gave the shipowners the right to hire men outside the union ranks
