(Beceived 22, S.45 a.m.) LONDON, Jan. 21. When the Civil List is discussed the Labour Party will urge the democraticisation of the Court, which, it is considered, should be the centre of every pnase of national life instead of thb monopoly of Society, while Court officials should be recruited from former Civil Service members. Labour is also proposing that the revenues of Duehies of Cornwall and Lancaster revert to the Treasury. It is uncertain whether the Chancellor, Mr. Neville Chamberlain, will suggest provision from the Civil List for the Duke of Windsor. If he does there Is eertain to be opposition from Labourites and others*,
