Watch on Spain Wanted MOSCOW ^ Jan. 17. . The Russian reply to the British Note regarding the' prohibition of volunteers denies that the Soviet is at present dispatching volunteers and considers unilateral measuiw inexpedient, as the rebels have not agreed to the prohibition of volunteers' and war material which Russia prbposed to the Non-Intervention Committee on December 4. . It adds that the Soviet urges members to instruct their agents and warships in Spanish waters to watch for the possible arrival of volunteers and report them for public information.
