LOANS NOT FAVOURED
Would Only Help Germany to Arai (Received 16, 10.40 a.m.) LONDON, Jan. 15. The "Manchester Guardian's" diplomatic correspondent says: "Suggestions that Germany wilL obtain loans from England and France are regarded' coldly in London, wher© it is recognised that loans would only help Germany'# rearmament directly or indirectly. "Germany's production of war material has already reached the probable maximum. She has the plant necessary for replacements. Rearmament is now becoming a matfer of building up reserves of raw materials and foodstuffs, and defensive preparations sucb as fortresses and field, works still progress. "While England and France are anxious to coxne to tetms with Germany, they realise that the Four-Year Plan aims at a state' of preparedness far beyond defensive needs."
