Rearing the signature of Sir Eric Drummond (Secretary-General), Leatrue oirculatr to member’ nations and the United States requests them not to recognise Munch ukuo stamps, passports and currencies, and to instruct their consuls stationed in Manchuria not to do anything to imply recognition of the Government of Mancbukuo.
