(Received Dec. 18, 11.25 a.m.) LONDON, Dee. 17. liie Times’ Tangier correspondent says that the Spanish forces in Morocco are now back' on the line which is to form the basis of Estella’s new policy. This line is being strongly fortified, and will serve as a frontier across which revolting tribesmen will not be allowed to pass. Estella’s plan is to hold them within their own tribal area and deprive them of their markets and other means of getting provisions. It is a sound policy, and, if successful, will do much to bring the turbulent mountaineers to submission. BETRAYAL BY NATIVES. (Received Dec. 18; 10.30 a.m.) _ - MADRID, Dec. 17. , De Rivera, telegraphing from Tetuan, denies, the report of a disaster, me rebels are spreading lies. He asserts that Seguer was betrayed bv the i natives, and -will immediately be recaptured and the whole situation cleared up m a month.
A latere message states that Seauer was recaptured.
