RUSSIAN REPLY TO NOTE. HY CABLE—PRESS ASSOCIATION-COPYEIGHT. LONDON, Nov. 26. The Moscow correspondent of the Daily Express says a reply to the British Note is imminent. He understands the Soviet insists that the Zinoviett letter should be submitted to arbitration, and regrets the loss of the opportunity of establishing friendly diplomatic and commercial relations.
