Public opinion is that the encounters at Vera and Barcelona, (referred to on page 5) and the arrests at Berpignam indicate that there was a concentrated movement by a small revolutionary group, apparently Syndicalists. It . is believed 'that the Government has the situation well in hand. . PARIS, Nov. 11. A message from Madrid states that, about forty arrests have been made, including two ex-deputies. Both are extreme Republicans.
