JAPANS’ CIVIL SERVANTS. TOKIO, Oct. 21. The Department of Finance proposes to dismiss 4600 higher and 44,150 pettr Government officials in November in furtherance of its economy plan. It proposes to-ask the Diet in December to grant £11,000,000 solace money. These figures do not include the proposed- army and pavy reductions and reductions in other departments.
