The North China-Daily News reports that at Tientsin Wu-Pei-Fu has instructed liis representative to open negotiations with Feng-Yu-Shiang and Ghang-Tso-Lin. The basis of discussion proposed by Wu-Pei-Fu is that Chang-Tso-Lin withdraw to Manchuria, acknowledging the authority -of the Central Government and that all parties agree to return to the status quo. — Reuter.
